The best way to help a drug addict in some cases is to give him more drugs, for free!  Many countries and cities have started clinics which actually give heroin addicts their fix in order to live an ordinary life. They believe this will lead to a better environment with lower crime rates and more functioning members of society.  Of course, the taxpayers are buying the drugs for the heroin addicts, but the expense of the money they were paying for heroin related crimes was much worse.  This benefits all sides of the heroin addiction problem; the taxpayers pay less, the crime rate drops, and the addicts get more drugs, everybody is happy.
